Hometown Associations: Indigenous knowledge and development in Nigeria
Rex Honey and Stanley Okafor
There is a growing recognition of the role of indigenous knowledge systems and resources, as shown by the role of local organizations in the development process. These organizations have been responsible for significant local development achievements in a number of developing countries, and they play a central role in the process of building sustained and participatory development. This book focuses on one such type of organization: the Nigerian hometown association (HTA). HTAs are based on ties of kinship and ancestry, but are products of migrations and urbanization and are therefore of contemporary vintage. Associational life was, and remains, an important part of Nigerian social structure, and hometown associations have evolved into the most visible form of that associational life. Though they vary in many respects, HTAs have a few common properties, a crucial one being that they have significance both at home and abroad. At home, the focus is on improvement, though the specifics of what is to be improved and who decides is the subject of struggle. Abroad, the focus is dual - maintaining connections with home but also providing a supportive environment for people in a place where they are regarded as strangers. These studies illuminate the vitality of a fast-developing society. They include case studies of hometown associations operating across the country, as well as integrative studies comparing the HTAs across such important dimensions as gender relations, connections to formal government, and as agents of change. Indigenous Organizations and Development
Peter Blunt and D. Michael Warren
Indigenous organizations are local-level institutions with a community base, such as women's groups, ethnic associations, traditional religious groups, and a wide variety of other social groups. This significant book investigates local planning and management systems, local levels of technology use and development, community-based systems of evaluation and capacity building, and distinct social roles of the varied groups which exist worldwide. Some chapters investigate the problems of imposition of new organizational structures on local communities, others look at the rhetoric of 'empowerment' as against the reality of local decision-making. There is no other published collection which describes such a wide range of local organizations. It is of appeal to development workers as well as students and teachers of development studies, and of development management. Inside NGOs: Learning to manage conflicts between headquarters and field offices
Naoki Suzuki
Development literature has tended to ignore the internal dynamics of non-governmental organizations (NGOs), instead treating them as single, coherent organizations. Inside NGOs acknowledges that NGOs are complex entities consisting of diverse offices staffed by diverse members who hold diverse values. It concentrates on the tension which arises between headquarters and field offices and suggests ways to resolve areas of conflict. The author addresses the major areas of tension existing between headquarters and field offices, which will be familiar to those working for NGOs, including flexibility and consistency in administrative practice, diversity and similarity of NGO staff, and field-orientated and organizationally-oriented attitudes of those staff. The author concludes that NGO effectiveness will increase as staff assess organizational processes carefully, take long term perspectives, become willing and able to take risks, make use of mistakes, and seek new understandings of their problems. This thoroughly researched book draws upon the vast experiences of NGO practitioners and fieldworkers to provide valuable solutions for headquarters and field offices as they relate to each other and to donors as well. It will be a valuable tool for anyone involved in NGO management or working for an NGO.

Jurema's Children in the Forest of Spirits: Healing and ritual among two Brazilian indigenous groups
Clarice Novaes Da Mota
The colonized native groups of the Kariri and the Shoko of North-eastern Brazil interpret their natural habitat like a history book, and have developed a symbolic language of the forest. They are seeking to maintain and recover their cultural traditions as a strategy for cultural and economic survival. This in-depth study examines a number of levels: indigenous knowledge and healing systems and how these have incorporated elements from other cultures, the practical uses of local medicinal plants, and the relationship between the environment and the belief system and how this strengthens ethnic identity and supports economic and political strategies for survival. It also explores constrasts between the two groups and their interrelationship. The significance of this study extends far beyond these groups alone, and the book will be of interest to students of ethnicity, folklore, ethnobotany and epistemology. It shows how a threatened minority group can effectively help to shape its future and how small groups of disenfranchized individuals can recover their ethnic identity and human dignity. Managing for a Change: How to run community development projects
Anthony Davies
This is a straightforward and clear overview of the key stages that need to be undergone when planning and running a community development project. It is intended for use by community groups running their own projects, taking as its principles the belief that project management is not something which happens just through good intentions and enthusiasm, but also that the necessary skills can be learnt. The book guides the reader chapter by chapter through problem identification, mobilising a group, solution identification and planning, resource identification and cost estimating, project funding, basic bookkeeping and records, project supervision, project excecution, and post-project activities. There is advice on all aspects of the process including problem analysis, meetings, letter-writing, decision-making, leadership, employment of contractors and quality control. Each chapter ends with a set of questions and exercises, whose aim is to encourage participants to understand and analyse the problem fully, before the group chooses a solution. The language used is clear and simple, and there are illustrations and diagrams throughout. Language**

NGOs - Performance and Accountability: Beyond the magic bullet
Edited by Michael Edwards and David Hulme
NGOs are acknowledged by many to be more effective agents of development than governments or commercial interests - even seen as 'magic bullets'. Despite their successes, the real impact of the NGO sector is not well documented. This is partly because NGO performance-assessment and accountability methods are weak, and partly because NGOs are caught up increasingly in the world of official aid, which pushes them towards certain forms of evaluation at the expense of others. This unique book takes a hard and critical look at these issues, and describes how NGOs can, and must, improve the way they measure and account for their performance if they are to be truly effective.

NGOs, States and Donors: Too close for comfort?
Edited by David Hulme and Michael Edwards
This book is the other outcome of the workshop entitled 'NGOs and Development: Performance and Accountability in the New World Order' (see above). It is arranged in four parts: * NGOs, states and donors: an overview and key issues; * NGO-donor relationships: when your hand is in another person's pocket? * NGO-state relationships: reluctant partners revisited? * NGOs, the poor and disadvantaged: returning to the roots? The book explores a number of concerns: the relationships between NGOs, governments and official donor agencies; how these changing relationships are affecting state-society relations; the future of development cooperation; and the interests of poor people. These concerns are reflected in the title of this book which raises the question of whether NGOs are getting so close to Northern government donors and, to a lesser degree, developing country states, that important elements of their potential contribution to development have been lost or weakened. There is an extensive bibliography and index; biographical details on the contributors are provided and many of the chapters are supported by notes. The book is well arranged and, like its companion volume, would appeal to both practitioners and academics. Language ***

Striking a Balance: A guide to enhancing the effectiveness of non-governmental organisations in international development
Alan Fowler
Written for all those involved with NGO work, the book describes the objectives of sustainable people-centred development and the processes required to achieve it, focusing on the five factors which determine effectiveness: suitable organisational design; competent leadership and human resources; appropriate external relationships; mobilisation of high quality finance; and the measurement of performance coupled to 'learning for leverage'. In each area Striking a Balance explains the capacities needed and how they can be assessed and improved. Effectiveness calls for NGOs which retain their non-profit values by establishing the right type of professionalism, management of dilemmas and balance of choices to continually reflect the priorities, rights and needs of those who give them legitimacy: people who are poor and marginalized. This book provides a reference of current and future practices which will help NGOs to do so.
